There's a new version of STARAMR!

Well, a few of them actually. Mostly, it looks like database updates and bug fixes. The most recent release "Switched to only officially supporting Python 3.7+", which made things tricky.

I copied the prior Dockerfile and made the following changes:

• updated the base to python:3.9-slim (pip was having issues resolving dependencies in the python3.6 that gets installed with apt-get)
• added a version to any2fasta
• updated readme text to give current databases (found with staramr db info)
• added CMD layer

Pull Request (PR) checklist:

• Include a description of what is in this pull request in this message.
• The dockerfile successfully builds to a test target for the user creating the PR. (i.e. docker build --tag samtools:1.15test --target test docker-builds/samtools/1.15 )
• Directory structure as name of the tool in lower case with special characters removed with a subdirectory of the version number (i.e. spades/3.12.0/Dockerfile)
