Installing SE V4 to W7 only worked once SE V3 had been installed there first #9385

I at first tried to install SE V4 straight away to a real W7 Pro 64-bit machine. But this only succeeded once I had installed SE V3 there first.

I chose to install the final version of SE V3 (V3.6.13), then the latest version of V4 (4.0.11).

Something that only SE virgins (like me) will have encountered, presumably.
(Or those lucky enough to have required dependencies already installed by/for some other application?)

He, I cannot test this, but SE should only require dotnet framework 4.8

But... Windows 7 is getting harder to support now, as latest version of many programs that SE rely on (mpv/ffmpeg/whisper/etc.) do not support Windows 7.

Edit: So it's possible that SE 3.x installs older versions of mpv/ffmpeg/etc. which still works on Windows 7.
