Description and/or issue being addressed:
MCIP doesn´t support the Lambert Conformal Conic projection in the specific case where truelat1== truelat2.
Impact on results:
It will give support for the LCC tangent case.
Significance:
I will allow users who use this valid projection to run CMAQ.
Tests conducted:
I compare WRF coordinates with the fixed MCIP coordinates.
