Add ability to update local index live settings through the liveSettingsV2 api. These changes are ephemeral, and do not persist through a service restart.
Adds the
localfield to theLiveSettingsV2Requestmessage. When set totrue, live settings updates are applied as local settings.For the response, the contained live settings will only contain local settings if the request had
localset totrue. Otherwise, the response will only contain committed index live settings.
