CIVET_2_1_1

This release includes binary version of CIVET on Ubuntu 16, Ubuntu 18 and CentOS 7 and also the installer of CIVET source code.

Fixed a bug in civet_qc when using PVE option by Claude, this does not affect the results but it
gives the correct QC values if PVE is used in the old way.
