As part of this I've removed the `smartify` filter, which turns out to have a noticeable impact on performance -- from ~11s to ~8s on my MBA! This filter is really quite slow, and irrelevant for a site title that doesn't have anything in need of SmartyPants.

This file is a bit of a mess – it's grown organically, and it's not always obvious which config values I'm still using and which are redundant. This PR adds some comments explaining what config values belong with what plugin, and does a bit of cleaning up.
