refactor: 스케줄러 구성을 개선합니다.

⛏ 작업 사항

• 스케줄러 configuration을 추가하였습니다.
  • @EnableScheduling 어노테이션을 해당 클래스로 이동시켰습니다.
  • 기존 스케줄러 빈들을 수동 등록으로 변경했습니다.
  • scheduler.enabled라는 설정을 추가하여 테스트 환경에서 스케줄러가 작동하지 않도록 하였습니다.
• Recruitment 엔티티의 필드 RecruitmentApplicantCount에 @Embedded가 빠진 것을 발견하여 해당 pr에 포함시켰습니다.
