OpenSSF Scorecard has dropped from 9.2 to 8.8 as we're no longer doing SAST checks since the removal of Python NoPorts.

- What I did

Add CodeQL checks for C NoPorts and the Javascript admin webapp

Removed the npm_build_test as a separate workflow as we're now doing that within CodeQL.

Based on CodeQL workflow in at_c

- How to verify it

This PR should run the workflow
