QGIS.munki: Change parent recipe, add release type

This PR changes the parent to the download.recipe in mlbz521-recipes. This is meant to be the only remaining download recipe for QGIS. There is a pending PR from @homebysix regarding the CodeSignatureVerifier, but the download is working nonetheless.

Also, the release type can be set to long term support or latest with "latest" as default as was before.
