Write a terraform config to automate provisioning the Fargate task

We should:

• write the terraform config
• get the analysis running off the newly automatically provisioned task
• after merging, have rebecca test on staging
  • is the batch processing as fast as it was before? Batch processing is running slower #939
  • is it failing on large networks? Batch processing sometimes fails #940
  • do we have incomplete networks, e.g. in the Manhattan portion of the Brooklyn and Queens maps
