- vector dense now a template of _data.

- vector operators update to use _data for Vector Dense.

- Updated is_dynamic to static constexpr - Updated static promoter

- Added a Static_Demotor

- added some aliasing for value types in vector_dense

- Updated matrix_dense to allow for templated types. - Updated some naming conventions.

- updated some comments.

- Matrix_Sparse now works with Vector_Dense of type Scalar.

- Vector and Matrix dense now use Scalar as the template type implementation.
