A few questions:
- What happens if someone is using a different version of yarn in their project?
- is there anything specific to pregen here that requires this change, or will people run into it anywhere when integrating?
- Is there a local command we can recommend instead that doesn't lock us to a version of yarn?

Ensures usage of compatible Yarn version (v1.22.19) is used by specifying it in the package.json and including the version file in the .yarn/releases directory. Updates the README with instructions for setting up the development environment, including Yarn installation and configuration.
