A key point of "Social Governance" that we have not been able to adequately represent in the Cardano Constitution is how DReps should establish a Code of Conduct to guide their decisions. While such a code would be difficult to mandate in a permissionless blockchain system that lacks adequate enforcement mechanisms, we still feel it is important to offer a template that DReps and other governance actors can use to voluntarily create a personal code of conduct for themselves.

This CIP sets forth the recommended disclosures and process in hopes that most governance actors will choose to engage so that potential delegators can use this information to make a decision on who to support.

Addition of language that allows for SPOs to delegate to pre-defined voting options.

At yesterday's CIP meeting we confirmed that @Crypto2099 intends to create a repository for social governance propositions — roughly as per #937 (comment) — and that CIP editors will work on way to avoid possible conflicts between social and technical propositions in the same scope as per #937 (comment).

Therefore we also agreed to take these down to Draft review status, to allow them to live on the CIP repository until they can be migrated to such a new (CGP?) repository, and will leave it to the proposal authors to close these PRs at that time (or earlier, at their discretion).
