#2826: self host select2 - [MS]

Changes

• Remove Select2 from CSP
• Copy select2 files into our assets folder
• change relevant template to reference self-hosted files

Context for reviewers

A while back we merged a change that included a new hole in our CSP for select2, which was needed to make the transfer-user admin page work correctly. Instead of loading the content for select2 from a CDN, we have decided to self-host it.
