Stop using BaseIPN class in core payment processors

Overview

Most of CRM_Core_Payment_BaseIPN is deprecated but the class is inherited by 3 core payment processors in order to use 2-3 lines of code.

Before

Inherit from BaseIPN.

After

Don't inherit from BaseIPN.

Technical Details

Just copies the used bits into the class and removes the extends.
