WIP, trying to resolve all of the compilation errors from various package changes
This PR contains the changes needed to upgrade rest-utils to use Jetty 12. It is dependent on a PR from common repo, as rest-utils uses that jetty-version
common PR: confluentinc/common#698
The changes include removing the pinned jetty-servlets version override. It also includes a code change related to the API changing in NetworkTrafficSeverConnector. See 6482031 for reference
