This test wants to determine the timezone we're in to compare to what the strategy comes up with. But the way it's done will fail when run in a Toolbx container due to its symlink tricks. Let's just skip it there.
Dependabot PRs are capped and there's a lot to get through, so let's do a bulk update. Except for zbus, because of coreos#1176.
I thought we were going to need this when I started writing this script, but we don't actually since we're not e.g. adding unit dropins.
