Closing in favor of #9 , neither CHOP IS nor AWS VPC endpoints support IPv6, so might as well remove it from the codebase instead of hide it behind a feature flag. |

Need to disable IpV6 for Dewrangle environments (and probably future accounts). VPC Endpoints does not currently support IPv6, so it causes intermittent connection timeouts.
