Pagerduty: Create a service for 10-7959a

As a member of the IVC Forms team, I need the ability to open a maintenance window in production for form 10-7959a.

Acceptance criteria

• An IVC pd user can open a window that only affects form 10-7959a
• Opening this window keeps all other forms available to users

Work is done in these PRs (vets-website, vets-api). After this update to how the manifests are handled, we now have to add an AWS param rather than directly editing vsp-infra-application-manifests. (see new param here)
