Implement BCM and BAM lattice elements

Description

This is to implement bunch arrival monitor and bunch compression monitor as cheetah elements.

Motivation and Context

• I have raised an issue to propose this change (required for new features and bug fixes)
  • Closes Implement arrival time and bunch compression monitors #283
