Delete .github/workflows/test.yml

since I lack permission to disable it in the repo, and it's presence creates noise with failed workflow runs. If we get acceptance testing to work again later, it can be recreated from f.ex. https://github.com/hashicorp/terraform-provider-scaffolding-framework.
