Reintroduce platform extensions monikers

Reverses removal of .NET Platform Extensions monikers in #9853.
Removes applicable downlevel versions from package-provided APIs.

Previews:

• JsonSerializerOptions.Web (package and in-box).
• FrozenDictionary<TKey,TValue>
• ImmutableArray<T>.Slice

Fixes #10012.
