This PR adds a number mode (and thus a default string) forNUMERIC/DECIMALcolumn types of all dialects, similarly to the BIGINT's number and bigint modes. This allows to use regular JS numbers if we know the column does not use values with more than ~15 significant digits.

I've only added tests for pg and its postgres-js driver for now. If this PR gains traction and a merge is considered, I will take care of other dialects and drivers tests.
