I'm not adding Normalizer since normalization has its original sense only if it's calculated for particular data from scratch. But if we want a Normalizer that divides the tensor by previously calculated norms, then I'm fine with that and I'll push it as well.
In the next PR, I'll add label encoding and one-hot encoding
