fix(chat): update duplicate file name on publishing new version (Issue #2207)

Description:

• update file name if there is same file published in previous version (not relevant)
• replace ADD publish action with ADD_IF_ABSENT if file was published before

Issues:

• Issue [Publication][Versioning]: New version of chat can not be published if it contains file which was already published #2207
