Adds a Github actions workflow file to the repository. The whole purpose of the file is to call a reusable workflow of Salmiac repository (https://github.com/fortanix/salmiac). The secrets of this repository all have the same name as the arguments to the reusable workflow and are passed implicitly using the
inheritkeyword (https://docs.github.com/en/actions/using-workflows/reusing-workflows#using-inputs-and-secrets-in-a-reusable-workflow)
