If a struct has a key the vector has to be sorted. To sort the vector you can't use "const".

When compiling a fbs to GO the compiler compiles also all dependend (included) fbs schema files in a incomplete way. Some parts are missing in these compiled files. So if you compile a bunch of schema files in wrong order, some files will be overwritten with a broken one.
In all (not really all, other languages have the same bug) other languages (I oriented on the python implementation) flatc generates only files for this particular fbs schema file.
This PR makes the behavior equal to other languages.
