Bug: "Submit" button is not below the "Snapshots Meeting Target Points" table

Description

On the Submit Snapshot page, the "Submit" button should be below the table that determines which button is submitted, which is the "Snapshots Meeting Target Points" table. However, currently on the Dev site, the "Submit" button is located at the bottom of the page.

Steps to Reproduce

1. Log into the TDM Dev site.
2. Navigate to the Submit Snapshot page.

Expected Result

The "Submit" button should be located below the "Snapshots Meeting Target Points" table.
