Packer 1.11.0 requires access to a system's temporary directory for downloading and validating remote plugins installed via
packer initorpacker plugins install. This information is not documented and can lead to confusion for users working on systems whose TMPDIR are non-writable or non-executable (e.g CIS hardened environments).Closes #13028
