[DOC] Clarify what attributes of azurerm_databricks_workspace are u…

…sed only with managed network (#26782)

The NAT Gateway and few other attributes could be specified only when an Azure Databricks
workspace is deployed with managed VNet, but current description doesn't explicitly state
that, leading to users thinking that NAT gateway settings could be specified also for
VNet-injected workspaces.
