Chart-to-summary

implemented the paper Chart-Text: A Fully Automated Chart Image Descriptor
/ the final objective of this project is to generate a summary of a chart presented
east is not used it will be removed in future version
charts can be classified by running any of the predict files
a custom cnn is used for it
the text detection is being done by frcnn
image processing is used to find the characteristic of the charts such as the height of bar in a bar chart
