Creating roadmaps for core tools

As we look to coordinate work on our core tools across the community and bring on additional contributors, we will want to outline development roadmaps for each tool. These roadmaps should be informed by our tech strategy and input from the wider community.

Tools that would benefit from a development roadmap:

• Tasking Manager
• Export Tool
• MapCampaigner
• OpenMapKit
• OpenAerialMap
• HOT website
• OSM Analytics
• LearnOSM

Let's use this ticket to track progress as we implement. Some of these will need strategic discussions about the tool and direction before a roadmap can start to be assembled.

Next steps with the Tasking Manager, we should have a wider community conversation about overarching priorities and direction. See #112.
