@tarekp as you update/add more health code summary (short_desc, one_word etc) we can update the csv and run
rake mongo:importto reimport the added information - as it stands now there are around 2255 infractions in our database and around 1506 of them have simplified health codes (info from the google spreadsheet). this number will get better with your work on #4 and #1
