Remove copy of ExternalProject.cmake

The file is shipped with CMake itself since [at least](https://cmake.org/cmake/help/v3.12/module/ExternalProject.html) IQS's minimum required
version (3.12.0).

In CMake 3.23 a [file dependency got
moved](https://gitlab.kitware.com/cmake/cmake/-/commit/036517fe0b50f13574ff1e28ac946d36d46307d9) internally which
breaks the build. This commit fixes it for CMake >=3.23.
