fix level opening bug

NOTES: to decide if game is complete or if the next level should be opened, hardcode highest level and compare against that value when level is complete versus checking to see if the level exists in the file system. I was too lazy to learn how to do it the right way

installation (windows only):

download zip
unzip
run the exe
