docs: Add section about .python-version file #4178

This adds a section to describe how .python-version files can be used, which was previously undocumented.
The documentation for other languages describe this feature similary.

## `.python-version` file support

mise uses a `mise.toml` or `.tool-versions` file for auto-switching between software versions. However it can also read python-specific version files named `.python-version`.
