Add Performance-Co-Pilot on compute nodes to collect system/job performance metrics for XDMOD.

PCP stands for Performance Co-Pilot system performance analysis toolkit.
It collects performance metrics from your systems that will be
used by SUPReMM.
This file is used by various of the PCP archive logging administrative
tools to perform maintenance on the pmlogger instances running on the
local host.
We define the full pathname to directory where archive logs are to be
maintained.
We use only one logger which is primary logger.
This configuration file sets the parameters for process logging
into the pcp archives.
This allows capture of process information for all users.
PCP user should be permitted to log this information, see
relevant section in man pmdaproc for more info.
This file lets you define the configuration to tune freq. of daily PCP archive
rollup when ingesting PCP archives into XDMOD.
