An admin needs to actually trigger the migration, I don't think merging this PR will, we can merge it after the actual migration happens.

Looking at jobset image-pushing it seems it is already set to the right values.

We merged #7834 and I am not seeing the jobset image promoted.

Image exists in the staging repo so I'm not sure if something went wrong with promotion.
