Otherwise, the timetable_harvester is not properly registered with CKAN.
This doesn't seem to be needed now (locally at least).
Needed by ckanext-activity.
We now have a make action to run the tests that ensures that config values that would be overridden by our local env vars are set to the test values before running the tests, including ckan.site_url.
Also, add timetable_harvester before sbb_harvester, because otherwise it is not registered properly with CKAN.
