Fix: Velocity forces are calculated from speeds in rad/sec, not deg/sec.
The forces necessitate to counteract inertia forces experienced by the mirror mass as it moves on curved trajectory were observed to linearly depends on angular velocity.i
DM-47859: proper velocity forces fit
BalanceForcesOnInActiveState to automatically enable balance forces after raise. Also balance forces can be commanded only in engineering mode.
