  1. ci: release process and licensing 

    Provide version bumping and release workflows. These are copied from the `safeup` repository; they
should serve fine for what we need here.

Also prepare the crate for publishing by adding a README and a license. The license verification
tool has also been enabled for CI. All source files have had copyright statement applied.
