Version v1.3.0 Release

Version 1.3.0 is the first release of the 1.3.x series. It introduces a new function createGeotiffFromStream in order to create a GeoTIFF based datastore by an arbitrary data stream.

We are also happy to welcome @cesco69 as new contributor 🎉
