Fix Dead Links in Markdown Files
This pull request addresses the broken links identified in the Markdown files using Markdown Link Checker (MLC). The following actions have been taken:

  • Dead Links Identified: I used MLC to scan the files and identified broken links with 404 errors.
  • Link Verification: Each dead link was manually checked to confirm whether the resource was moved, deleted, or still active.
  • Links Updated: Invalid or outdated links were either updated to new URLs or removed if they were no longer necessary.
  • Ignored Links: Some links that were temporarily broken or irrelevant were manually ignored for now.
  • Testing: After making the changes, I re-ran MLC to ensure all links are updated and no longer return errors.
    This ensures that the documentation is accessible, up-to-date, and free from dead links.

Looks like the tool did a good job identifying many broken links but I see it also couldn't access some websites and made some spurious edits. I think we should fix the links rather than just comment them all out.

This one could stand as it is a citation of a page that was not crawled by wayback machine. I would suggest we keep it or turn it into a proper citation.

Seems I communicated poorly when I said "comment", I didn't mean HTML comment, but some abstract comment. I believe we really want use markdown footnotes to add commentary to the text so that it is rendered well.

Removing the spaces from the beginning of the line has semantic meaning in markdown. Now the page rendors incorrectly. You can see in the screenshot below how the bullet is no longer under the Eligibility Requirements. Please add the space back.

This is the same footnote rendering issue, but as above this footnote probably doesn't add any value as the link is completely gone. I suggest we remove it entirely.
