CI: Game Capture Dual-Signing

Requires bouf PR to be merged and tagged first

Adds config and public cert for game capture dual signing.

Motivation and Context

Some anti-cheat solutions don't support ECC signatures, so we will have an RSA signature as backup, but only on game capture files.

How Has This Been Tested?

My own repo.
