(OPEN will become stale and get drained, then generate again, provide the switch is not too fast) is our equivalent behaviour for now until https://jira.oicr.on.ca/browse/GP-4233.

JIRA Ticket: GP-4222
Shesmu will rely on drain-old-actions cron for now to reopen closed but extant tickets (OPEN will become stale and get drained, then generate again, provide the switch is not too fast)
Also update hashCode to modern Objects.hash format
Does potentially double the number of jira actions generated, but this should not be too burdensome
