chore: update cometbft with latest changes

What is the purpose of the change

Updating the v25.x branch with the latest changes from cometbft, we will release after this branch v25.0.1

Relevant PRs:

• refactor(p2p/connection): Slight refactor to sendManyPackets that helps highlight performance improvements (backport #2953) (#2978) (backport #61) cometbft#65
• perf(consensus/blockstore): Remove validate basic call from LoadBlock… (backport #62) cometbft#66

Important Notice

This PR modifies an in-repo Go module. It is one of:

• osmomath
• osmoutils
• x/ibc-hooks
• x/epochs

The dependent Go modules, especially the root one, will have to be
updated to reflect the changes. Failing to do so might cause e2e to fail.
