Add auto-merge workflow on release and adjust release process

What changes have been made

• Removed odh-fork-sync workflow.
• Added a workflow that performs a gh workflow run on RHDS/CFO [pull-request].
• To be automatically triggered on release or on dispatch.
• The auto-merge workflow will sync repositories from Upstream > ODH > RHDS.
• Adjusted release process in Readme.
