Move oak_attestation_integration_test_utils into o_a_i_t

It doesn't seem like these need to be separate. The README.md in oak_attestation_integration_test_utils looked like it may have been copied from the original oak_attestation_test_utils package. Change-Id: I8b26442727551cd42f15b8e1fff4446cfcd021e3
