This PR updates LibMEI to MEI 5.1.

Are the new attributes for German Lute Tablature intended for MEI 5.1? They are tab.line, tab.align and tab.anchorline; from the E-Laute project.

If so, and they were added to libmei, I could then implement their use in Verovio.

They are intended to be used in note @tab.line, tabDurSym @tab.line, staffDef @tab.align and staffDef @tab.anchorline.

We can merge it as soon as MEI 5.1 is out. @paul-bayleaf thanks in advance for adding the new attribute classes.
