Fixes rubocop#952. This PR fixes a false positive for `Rails/NotNullColumn` when using `null: false` for MySQL's TEXT type.

This PR fixes a false positive for
Rails/NotNullColumnwhen usingnull: falsefor MySQL's TEXT type.Before submitting the PR make sure the following are checked:
